How to change/delete a profile picture from a deleted account?

We have several users who no longer work for us and there accounts have been removed from Jira/Confluence, but their profile pictures are still there and we have been asked to delete the photos.

When it comes to profile changes, currently, only the user can change their profile picture or other types of information.

There is a feature request suggesting to allow admins to manage former users:

• allow admins to control former users
