How to add an arrow to go back to the top of the page? Similar to PageUP?

If you are using self-hosted Confluence page, you may try this method. Otherwise, there doesn't seem to be a way to do it in Confluence Cloud.

Welcome to the Community!!

Use Anchor Macro, Using this Macro you can have the link at the top of the page and include that link on the bottom page to navigate back again where you have placed the Anchor.

The link can only be used at the end of the page. I need a button that is always in the bottom right corner. Clicking on it will return you to the beginning. As in the screenshot
