I need to contact our Confluence Site Administrators, but I haven't worked here long and I don't know who the admins are.
Apparently, there's a default Contact Site Administrators page in Confluence, and I read that I should use this link:
http://[Conflunece-URL]/contactadministrators.action
But I get this error:

Due to privacy concerns, I can't simply list your Confluence administrators here on Community. An easy way to contact them is through the in-product contact form however, and as you have Jira in your Atlassian Cloud site, you can easily use the Jira form. That's going to be at this URL:
<yoursite>.atlassian.net/jira/contact-administrator
As for opening a case with Atlassian Support at support.atlassian.com - that does need to be done by a site administrator or authorized technical or billing contact on your site's license. You've taken a screenshot of that particular panel you get when trying to put in a technical support case - but I definitely understand that can be a bit difficult when you don't know who those folks are at your new job.
Let me know if you have some success using the "Contact Jira Administrators" form listed above. Those folks may be the Confluence administrators as well, but if they have a different set of Confluence administrators, I'm confident they'll be able to put you in touch.

I don't believe you can currently trigger the contact administrators form on-demand in Confluence Cloud. However, the Jira contact form should work well given that your site has Jira installed as well.

My guessing is a feature request is internal process then you should check with your admins how you usually submit them.
We involve Atlassian only when there is a Bug in the application that is out of your admins control.
