With the understanding that Atlassian is retiring the Legacy-Editor for the cloud editor and introducing the Legacy-Editor macro to preserve features. I was unable to find whether this macro will be deprecated in Phase 3, or if there will be a timeline for when that functionality will be removed.

AFAIK there's no current plans to sunset the Legacy Editor macro, and I'm confident this will only happen once all Legacy macros are fully supported in the new Cloud editor.
@Elle Ky do you know if there's any plans to remove the macro?

The legacy content macro is a long-term solution designed to support legacy content that isn’t natively supported in Confluence Cloud. It plays a critical role for users working with the legacy editor in Cloud, as well as for customers migrating from Data Center to Cloud. At this time, we have no plans to deprecate the legacy content macro, as it remains essential for bridging the gap between Data Center and Cloud experiences.
In the future, when we release native support for features that currently use the legacy content macro, the legacy content macro will automatically update to use those new native features, without manual action needed.
