I have a list that I formatted for bullets.
Using number bullets, it stopped at 2 and when I continued it restarted at 1.

Hitting Enter at the end of a line in a bullet/number list automatically inserts another line in that list - indented right.
To enter a NON-numbered line, use the so-called Soft Return = SHIFT+ENTER
You'll see 4. and then a new line starts.
If your sequence gets interupted, it means that you have and empty line (somewhere after your previous list).
Tip - list within list.
The point is to avoid creating empty paragraph lines.
As a general content rule, a single list (especially a numbered list) should NEVER be interrupted by something that is not at the same line of indent - basically, no regular paragraph interrupting a list.

What if you go to the end of point 2 and press enter?
