After you fill in the basic details such as your SEN (license) number etc., you should see the option to start a live chat with a real person.
At the very least, they can get you in touch with the right person or recommend a course of action.
If on-prem to Cloud migration is your primary focus, you can search for a Atlassian Solution partner. We have had very good migration experience with Unicorn Systems who are our solutions partners.
