I have set permissions to certain Confluence Users to be able to View and Edit. I shared a page with them from a Space of which they are not members. They cannot view the page.
It seems like they have to be Users on that Space in order to view the page. But that makes no since. If they are Users on that space they already can view and edit the page.
Community moderators have prevented the ability to post new answers.

That's correct; a user needs to have view permissions on a page to be able to see the page you are sharing with them.
Can you clarify what the issue is? Sharing a page doesn't give someone permission to see a page, it simply emails them a link to the page and suggests they read it.
Sharing or inviting someone to edit a page or blog post does not automatically grant any permissions - they will still need the appropriate Confluence permissions to access Confluence and view or edit the page.
You will need to make sure to allow them access to view the Space first, and then restrict any pages they shouldn't see.

So I have 100+ pages on Space A. User B is a a licensed Confluence user. They have access to Space B. I want to share a single page on Space A with User B. I have to give them View permissions on Space A and then go change the restrictions on all 100+ pages on Space A. All this to share one page with a licensed Confluence user?
If I am correct, this is ridiculous and may be a deal breaker for increasing our licenses from 10 to more than 100. If I am not correct,please clarify.
If I am correct, I do not understand this. It does not bypass any licenses. Atlassian is not missing out on any money by allowing pages to be shared with licensed users not a member of the space.

That workflow you described is correct. The issue at hand is it's not possible to grant higher permissions for pages than their parent permission. It works the same with parent and child pages as well.

There's an add-on that allows for sharing outside of the current permissions. Perhaps this will be useful for you? It's called Comala Share It. I've looked into it and it seems like it can share pages outside of Confluence regardless of its current permission. The only thing I'd be interested to know is if the user has to be logged out in order to see it (i.e. an anonymous user) or if it will also work for a currently logged in user.
At any rate, give it a try and see if it works for your business case!

That only works for the server version of confluence, not the cloud, and a paid plugin is not an acceptable substitute for basic functionality your customers have been asking for for 13 years.
