How do I restrict adding to the page tree in my Confluence space?

We have gone to great lengths to organize and streamline the page tree in our Confluence space and need to restrict it so that only two specific people can create new pages at the root level. I still want others to be able to create child pages of those root pages, but I don't want the core branches to change. I have restricted the Home page to View Only, but users can still create pages there using the Create and template buttons. How can I restrict my page tree to ensure that it stays organized correctly?

@Kathleen Watson, the only way to prevent people from creating pages in a tree is to take away the "add permissions" for the whole space. I've been looking for a plugin which might suit your needs, but I'm not finding anything. One solution could be to provide a separate space where they can create pages and then move them into the other space if you need.
