How do I program a space's restrictions?

I get an error saying "You're not allowed to change these restrictions. It's either due to edit restrictions on the page, or permissions settings for this space." for a new page I just created. There are no current restrictions anywhere in any of our spaces. 

When I try to figure out what permissions settings for this space, I can't determine what I need to change in order to apply a restriction. 

What do I need to do to my space settings so that I can apply restrictions?

... the ability to apply restrictions to pages is controlled by the 'restrict pages' space permission
