How do I create a scrolling page banner - on one page only, not site wide

I'd like to create an information banner that scrolls across the top of a specific page in ALM Confluence. 

I can't seem to find any information on this. 

Can anyone help with this or is it not possible on a single page?

Natively this is not possible to do in confluence server. You can check for third-party solutions on Atlassian marketplace. and get the plugins installed with help of your Confluence Admin team.
