How do I create a new space?

You need to be a confluence Admin to create a Space.

How do I become a Space Admin? 

I do not have a Create space selection.

Seems like you are not a member of a group who has access to create space, neither you have been given individual user access to create space on this site. In this case you should reach out to your site admin/confluence admin to grant you the access or help you with creating the space.

Space admin is granted space by space.  The person creating a new space is automatically an admin in the new space

You do not need space admin to create spaces, you need system admin or create space rights, both of which you need to ask your admins for

Click Spaces in the top menu, and "create space" in the resulting drop-down if you are on Server/DC.  If you're using Cloud, then it's Spaces -> View all spaces -> Create space

You will need to ensure you have the permission to create spaces (only admins or people in a set of named groups can create spaces.  Your admins can tell you how to get the permission if you don't have it)
