How do I add members to a confluence page I didnt create?

Do they have an account?  Is the Space restricted?

yes & not restricted

Not the page itself but the Space it is in, do you have permissions to view the Space Tools?  Do the users have permission to view the Space?

The space is unrestricted. They are confluence members but they dont show up on the drop down menus. I am a space admin but I dont know how to add permissions

I tried that but the names dont show up. Does that mean they need a confluence account superficially for this page? thank you for your patience!

If the names don't show up it makes me question if they actually have a license.
