A few years ago an old member created a test site.
We cannot create or access the site because the email he used was deleted and we dont know which email he used. Is there a way to get access to the site?

If you don't know which email was used to create or own the site, here's what to do:
1. Try to find it by checking invoices, billing emails, or asking teammates.
2. If it can't be found, contact Atlassian Support with:
The xxx.atlassian.net URL
Note - xxx is your site name
Any proof like invoices or domain email
A request to assign you as the new site/organization admin
Support can verify ownership and help you with the procedure to restore your access.

Was this site set up for a company's use? Was the company being billed for the site? Or was it being used for Free (i.e. a Free subscription vs. a Standard or Premium subscription)?
Is the company still being billed for the site?
If the company is not or never was billed for the site (i.e. it was a Free subscription or the bill has not been paid) then the site may have been deactivated by Atlassian and the data may have already been permanently deleted.

Do you know the URL for the site?
What happens if you try to access that URL? What message do you get? Do you get a message that the site is unreachable or do you get a message that you don't have access to it?
If you get a message that you don't have access, that would indicate that the site is still active, at least. Or it was deactivated some time in the past and permanently deleted and now somebody else has reused the same URL for themselves.
Depending on the answers to the above I can make additional suggestions about how to proceed.
If the site was deactivated and deleted and has subsequently been claimed by somebody else, you won't be able to claim it.
If your company is still paying for the site's use, then as advised by @pawarsachin84 your company should be able to prove ownership with copies of recent invoices and get a current company employee made an Organization Administrator. You may have to open your case through the Billing/Licensing Support page to pursue that option.
