I would like to export some of my confluence articles from one account into the other.

Step one works for me fine.
Step two however when I go to my space and click the Gear button it opens the General configuration page and I do not see a Contents Tools option anywhere
The Gear Button says Confluence administration when I hover over it, am I missing something?

By account... do you mean a Confluence site, Cloud organization or an Atlassian account?
This determines your options.
In general, you can copy, move, and synchroznize pages, sections, and spaces between spaces, sites, and orgs, either natively or using third party apps from Confluence marketplace. Except for syncs, apps are not needed for rudimentary copy/move operations.
As you're on a free plan, a great deals of such apps are free.

It's a fairly easy process from one Confluence site to another. Just export at XML and then import in the second site.
