Possibly.  Are you sure they are using Jira for the portal?  If they are, I suspect they are using a theming App to change the layout - I know I can get very close to that layout with https://marketplace.atlassian.com/apps/1216711/refined-theme-for-jira-service-desk?hosting=server&tab=overview
