My organisation is bringing in some contractors for 12 months.
They use our org. laptops and have org. domain accounts and emails.
( For this reason I think they are not "Guests"? )
They need to create documentation ( Confluence ).
How do I grant them view/edit access down in the Pages hierarchy.
( so they can create docs there without getting wider view access )
They shouldn't see the whole Confluence space.

One thing you could do is create a separate page hierarchy that contains content for your contractors, then in the other page hierarchies restrict the top level pages to just internal users.
For example, if you had 3 top level pages, and each of those top level pages had children pages, and one of those top level pages was named "Contractors," you can restrict the other 2 top level pages to just internal. The page restrictions at the top level will be applied to all of its children pages.
Any content that would need to be visible to your contractors would be a child of the Contractors page.
This is one solution that would prevent the need to create another Confluence space, but it would be simpler if you created a separate Confluence space for your contractors.

If I did that, would our permanent ( interal ) staff be able to view and/or comment ( ie learn from ) the "Contractors" content ?

Yes, as long as you don't restrict access for the Contractor section to your internal staff.
By default, your entire space should allow internal/contractor staff to access the space. Then, by restricting the two top level pages to just internal staff, you're merely restricting access to fewer people in certain page hierarchies. This means your internal staff can access the content in the contractors section.
