We have a wiki group in our company where we cannot provide new user licences due to the only group admins for this specific group no longer work with the company.
is there any way to solve this issue?

There are no group admins in Confluence, an Jira Administrater can add or remove users to any group that exists.
If you are using an external user database, this might be different.
Put what if the Jira Administrator is no longer present (inactive) ?
is there then any way to get a new user granted admin rights?

An alternative is to use recovery mode but it implies downtime.

If downtime is unacceptable, you'll have to fiddle a bit in your database but it's well documented.
