I have a new phone, and my organization has mandatory 2-factor auth. The only info I can find for setting up a new phone with Google Authenticator (or the others) is to turn off 2-factor auth, and re-enable it for a new phone. However at my organization this is not possible, and so it suggests to follow up with your site admin. I'm not sure how to find who that is.

The site admin is someone in your organization that have site admin permissions, most likely the person/group that maintains all your Atlassian tools and gave you access to Confluence.
So is the only way to find this through informal communication channels? or is there a way to see this via Confluence directly?

Unless your Confluence admin/Site admin have made that information available on a page on your instance, then yes, your only way to find it is through internal communication channels.
The only thing you can find in Confluence by default is who is the space admin by clicking Spaces in the Confluence sidebar, then choose the Space Details icon beside a space.
