How can I add an image to a global template I am creating?

There seems to be no way to do it.  I NEED an image to be included in a template, so that every time someone creates a page with this template it's included, and the only way I seem to be able to do so is if it exists in another page, which is awful since that page then becomes discoverable by others, and worse, would just exist as a grbage page filled with image assets.

There has to be a better way.

Without a plugin.

hmm - I understand your concerns about an image page but we made really good experiences with this. Think of all the advantages of centralized image management - you need to change the one image used in template? You change it on this one site - bam it's changed on all the other sites. You don't generate redundant data. 

With an existing macro you may create a workaround with 'Excerpt' (put image inside there) - and 'Excerpt include' (on template) 
I would use the excerpt macro on the site where I would explain the use of the template so you solve two problems with one.

That would make sense if the images were used in multiple templates, which they are not.

Also, a change to that image would mean older documents would then be changed, rendering them meaningless.  The image needs to remain static.  Older docs need to refer to the image that was added at the time the document was created, not show the latest version.
