The Panel macro available in Confluence Server/DC has been deprecated. The new "panel" macro does no support adding border style and border color. Instead you have a full background color.
It's hard to find this answer acceptable since the answer is that this feature has been deprecated. It's an answer but it's not acceptable when it's a feature used frequently.

I'm sorry it is not the answer you hoped for. As just another user of the product I can't provide insight on the choices Atlassian makes about deprecating functionality, nor how the limitations of offering the product as SaaS rather than self-hosted might impact the ability to support some customizable features.
