Have your deep links that automatically download content stopped working recently?

A few days ago we were adding a new link to a document in Sharepoint like we often do, but when the link was finished and the page saved, the link processes, but doesn't download. 

I thought this just might be an issue with the SharePoint library, but when I tried other already established links it happened there too.  If you right click and open in a new tab it performs the download action just fine.  Is anyone else experiencing this issue or know how to fix it?
