You'll need to contact Atlassian Support to reactivate this site:

1. Go to https://support.atlassian.com/contact/#/
2. Select My Account
3. Click the blue button to go to the next page
4. Then select Reactivate Subscription
5. Fill in the URL and text box, then press Submit

Let us know if you have any issues due to it being a Free instance :)
