Of course, cannot contact support b/c they ask for URL - but I can't create a URL because I get this error.

On top of what Arkadiusz said, when you try to raise a support ticket through here, you could simply list any other URL where you're an app admin as it's only a gating mechanism and what matters in the end is that you pay for at least one service 😅
Now, if you don't have any other subscription on some of the other sites, you could use the following channel: Atlassian Support: Pricing, Billing & Licensing
In any case, the team should be able to assist you as they can take a look at the backend and see what's going on based on that error message you get when trying to create new site.
Now, when I (re)read this, are you having an issue with creating a space or when creating a whole new site/Confluence app? 👀
If it's the first, that would mean you already have a site URL, which is required for submitting a new support ticket. A note here is that you need to be an app admin and have a paid subscription in order to do so.
