This appears to be a very simple question that is getting harder the more I look into it.
I want to know if under the Free plan, I can have 1 person (Me) registered and editing and adding knowledge articles, and my commmunity around 30 or so people just having permission to read and navigate through said knowledge articles with or without login.

If you would like to use anonymous access - https://support.atlassian.com/confluence-cloud/docs/set-up-public-access/ you will need to be on the standard plan. This would allow you to open the site up without having individuals log in to see the KB. This would also open it up to everyone.
You could use possibly use guest access when it is released. This is on paid accounts as well and you get 5 guests per each paid account. https://support.atlassian.com/confluence-cloud/docs/invite-guests-for-external-collaboration/
You could also get a free service management site and set the knowledgebase to be searchable through the service management portal. This would require individuals to create an account and you would have some control over who sees the information without having added costs.
The last option is to pay for accounts and provide access to the information through the accounts.
