Formatting pages with Page Layout vs Macros

If you add a section using the page layout feature, is it possible to add macros (like sections or panels) beneath that page layout section?

When I have tried this it wants to create the macro within the page layout section, but I am unable to edit above or below unless I use the page layout additions.

@Jeff Hamilton page layout is for the whole confluence page where you are adding it.

So yes, to add any macros or panels or any data on a page with layout, you need to add page layout sections and add them to it.
