I need the expand macro to be a child of the background macro, meaning I want the expand macro to exist inside the background macro. How can I do this? Currently that feature is not allowed - whereas the tabs macro is allowed...

Are you using the Background macro from Adaptavist's Content Formatting Macros?
Generally speaking for the Cloud, there are special considerations for "Complex Macros" (also called "Rich bodied macros") as these sometimes do not like to be nested, and unfortunately, there is not much developers can do to change it (as Confluence Cloud is very different to on-premise).
In case it is the macro from Adaptavist, you can check their documentation where they list macro combinations and possible workarounds. In the case of the expand macro, a suggestion is placing said macro within a table first.

What's more, you can even put it inside table cells (which is not possible with Confluence's built-in functionality).
