We are sorry to hear the excerpt macro and the include excerpt are not working as expected.
We have also tested adding an excerpt macro from another space and it found the content as expected, so we could not replicate the issue.
Since we would need more information and to take a look on the page details to make sure we are not missing any details that could be causing it, we would need to have a support ticket to investigate further.
Could you check with your Organization/site-admin to open a ticket on your behalf, mentioning the issue in the ticket along with the page URL links there?
They can open the support ticket on for you at https://support.atlassian.com/contact/, choosing "Technical issues and bugs" option and Confluence product + affected product site.

I just used the excerpt macros on one of my sites and it works as expected. Do you search for the page in the excerpt-insert macro or just paste the link?
Other standard things to try is to clean the browser cache if there is some rubbish preventing the macro from working.
