Does confluence have a workflow that allows us to approve documents before they can be published

I want a workflow where

1. A user tries to upload or create page

2. Before it is created, another user has to validate and approve the page before it is published

Hi,

out of the box, Confluence has no workflow for this. 

There is an app Comala Workflows that can do the trick, but it is not for free and for server instances only.

For Cloud, you can use Comala Approvals for Confluence Cloud, but also not for free.
