Internally we use Confluence pages to provide status updates to both leadership groups and steering committees.
I recently had a stakeholder saying that he was unable to view the Advance Roadmap, his user was set up to only access Confluence, rather than having access to Jira as well.
Do users need to have access to both Jira and Confluence in order to view embedded advance road maps (and simple road maps as well for that matter), this doesn't make a huge amount of sense to me as they are simply looking at the "view" I have created for them, as opposed to looking through backlogs, kanbans etc.

Yes Users need access to Jira, meaning they should have a license in Jira to view the data of any sort (Jira issue macro, reports, advanced roadmaps) from Jira
You could set up Confluence Space to have the access to all site users, in this case, you need a Jira license and not a Confluence license for users who need to see advanced roadmaps data
