I can't seem to use these but they would save me from making a custom macro if it worked.

Yes, shortcut links should work for anyone that have access to the space you are creating them in. When you say you can't use them what do you mean? Do you not see the Shortcuts menu option?
I have them in my menu to create/delete/etc but I can not seem to activate/use them. For instance, [cats@google]. I also tried [google: cats]
I have to be missing something simple.

Okay, so at the moment those does not work in the new editor, the link macro do not have the advanced tab.

ok. Good to know it's not just me. I did submit feedback on that page since it is out of date. I really hope they fix soon!
