I've been dismayed to discover that there is no way to customize the style/format at a page level. To be sure, I am not referring to spaces. There are no plugins that will do this.
I've tried Aura and that not it. Aura is fine if you want to design a page that only others will use. But if you have an environment where many authors need to be creating content, and you want to provide a user-friendly template, this is not it.
I find myself asking, what is the actual use-case for Confluence?
@Laurie H I believe you are correct. If you are trying to add any formatting outside what is delivered the only app I can think of is refined. As far as use cases I am not sure I am following you. It may be a misuse of Confluence, but we have 30-40 people regularly authoring training material. (This material is later copied to a proprietary hosting system.) But it would make it easier for authors and reviewers if a lengthy training piece could have certain types of visual cues or separators. For example, a heavy green rule to denote, say, a student exercise. So, that's the type of thing I'm looking for.

How is the information stored in the external system? Confluence has page macros like info panels, success panel, etc that is exactly what you are discribing.

Those panels are somewhat useful. But I just want to be able to modify Header 1, Header 2, etc., and maybe create a few other default style sheets in the dropdown list. We also use Confluence for certain types of internal documentation, and I find the delivered style sheets limiting. oh well
