How do I create a link to a document so that when users click the link the document opens right away without forcing a download?
Also, does the document have to be attached in confluence?

Yes, but it's a browser function, nothing to do with Confluence, and if you have an object that needs editing in a certain program, you're going to have to download it for that program to be able to open and edit it (even if it doesn't look like a download, you still have)
But no, the doc does not have to be attached, you can create links to other stored items that are not attached.
Welcome to the community @Rehma Kabagambe As Nick mentioned, it has nothing to do with confluence, but you can tweak the browser settings eg - if you want to download a pdf directly without previewing it which is attached to a confluence page. You can refer this article on how to do that.
