Problem:
I just installed confluence, then created a global space, but other users do not see it.
Additional info:
There are no viewing restrictions on the space. Users are managed through JIRA server.
When users were imported from JIRA server they were not in confluence-users group and there was no prompt to add them to this group. After adding users manually to this group they could see global spaces.
Hey qolektor,
There are a couple other questions that might help us diagnose this problem.
Can other users log in and see other spaces?
Can other users create their own spaces? Can other users see those spaces?
If you distribute the space URL to your users, can they access it?

Yes, the users can log in. They have not tried to create spaces, and I do not yet know how to distribute the space URL. I also found from other posts, that I might need to explicitly put them into confluence-users group. All users were simply imported from JIRA server, so I am not sure what their membership is in Confluence. I will try to do this and see the result.
