Create user Groups

How can I add user groups that I can manage within the various projects?

Groups are added under admin > user management > groups

Welcome to the Atlassian Community @Francesco Tassone The screenshot you shared seems to be from Add Notifications screen. As mentioned by Jack, you can go to Cog Icon -> User Management -> Groups -> Create group to create group in your site.
