In order to create a new group in confluence, you need confluence Administrator access. Please reach out to your confluence Admin and provide details or you can ask them for access at your convenience.
Just a Confluence Admin can create groups. If your instance is linked to an Active Directory, that group could be created on that side and it will automaticcaly synched on confluence.
If you want to create a group locally to Confluence, you need Confluence Admin permissions.
