Create a new field tab on a screen without the Comment field?

As i add a new tab in a screen to group related fields, i end up having the tab with my selected fields AND the Comment field. I follow the standard steps for creating a tab, and i do not select the Comment field to be present on it, but it's there. Each new tab will have this Comment field.
How can this be avoided?

It cannot.

Comments are not "fields" really, and they live outside the tabs.  They're not "appearing on every tab", there's a single comment area outside the tabbed area.
