Is there a way to create a story from a confluence page and send it to a Jira board?

If you are using Confluence Cloud and Jira Cloud, yes, you can create a Jira issue while in Confluence. For an overview of the possibilities for Jira and Confluence integration refer to

Jira issues exist in Projects in Jira. A Board in Jira is just a way to view and manipulate the issues that exist in projects. Boards display issues based on a filter that selects issues. Boards can display issues from multiple projects.
So, in creating the Jira issue from Confluence you can specify the data that is contained in the issue, but not directly the board(s) on which it will display. To get it to display on a particular board, you will have to provide data in the issue that will result in the issue matching the filter for the board.
