Content by label macro not working for certain labels

I've got labels on all my help pages depending on the group they need to be in, then I have a selection of content by labels macros set up to make it easy to find all related pages.

In 90% of my macros I am seeing all the pages but for one page and the 3 labels on it don't show in the macro. If I select a different label it will show so I think it's the labels themselves. Also if I add my new labels to a different page they show in the macro so it must be the page (I think).

I have tried adding new labels, and removing all the existing ones and re-adding them, both to no avail.

Fixed - through a process of elimination I found it was the help page so I made a new one which is now showing.
