How do I make a "Content by Label" Macro appear in a Page content list?
I haven many "Content by Label" Macros on one Page an I want a summary List at the beginning of te Page.

Are you asking if you can display the content by label macro within a page table of content? If so the answer is no. The table of content is built off of page headers. https://support.atlassian.com/confluence-cloud/docs/insert-the-table-of-contents-macro/
If you wanted all these lists at the top you could use the page excerpt macro and pull all the information that way to the top.

But if I used the excerpt macro I had to put each "Content by Label" macro into its own excerpt source macro, then name them all, and then add an excerpt list macro to manually refer to them. This would lead to a chain of 10 or 20 matrioshka makros all residing on the same page.
Also, the page is not static and will be edited by many team members. I had to explain everybody how to do that and keep the excerpt structure synchronized manually.
My goal is just to have a small overview at be beginning of the page that automatically shows all "Content by Label" macro headers on that page.

If you just add a header (H1, H2, H3, etc) above the content by label and add the Table of Content macro it will list the headers. It will not pull anything from the content by label macro though.
