Constantly Receiving Emails Advising User Has Joined Confluence

Hi

Has anyone else (Org Admins) started receiving Atlassian emails (mine started yesterday 10/2/26) advising everytime a user accesses Conflunece.
The email subject heading is '[EXTERNAL] - Fred Jones has joined your Confluence'.

These users (eg Fred Jones) have had access to Confluence for some time.  I am not aware of anything else changing in regards to Conflunce settings but would be very grateful of any advice for what to check so I can disable these email notifications.

Every user who accesses each day, I am receiving one of these emails for.

Any thoughts?

Assuming your are an org admin - This is expected Atlassian Cloud behavior and is not a Confluence notification setting.

These emails are org / site admin notifications generated when Atlassian determines a user has “joined” Confluence. Importantly, Atlassian treats granting product access as “joining” even if the user has existed for a long time.

What’s ultimately happening here is not users newly accessing Confluence, but the Atlassian repeatedly evaluating or granting Confluence product access for those users. That’s why you’re seeing one email per user per day. It's the index.

Why it like suddenly started

This almost always starts after a change to user access rules, approved domains, or directory or IdP (maybe you use AD, Bettercloud or Okta, etc.) provisioning, even if the change seemed minor, group membership, user rules or push group updates from the parent IDP etc.

ContextYou cannot universally turn these notifications off, but you can filter them in your mail service. Personally I would encourage you to filter them but still evaluate the notifications on a recurring cadence. Many of the Admin alerts are important for upcoming updates, and also understanding & enforcing RBAC controls for your org.

Hope this adds some color and answers your question.

Thanks for the detailed info.  There was a small change made early yesterday in regards to JIRA Azure/AD groups.  Could that have been all it takes for these Confluence emails to kick off?
The change made related to JIRA groups - just clarifying...
Be keen to hear your thoughts.  Thanks again.
