I would like to see if there is a way in Confluence for a user to read an attached document and acknowledge that they have read the document, so there is a way of keeping track of who signed the document.

The delivered product does not provide this functionality. There are apps in the Atlassian marketplace that do provide this. https://marketplace.atlassian.com/search?query=track+reads&product=confluence

There are some app tips too.
Other than that, you may also look into LMS (learning management systems) apps on the Marketplace - they may be an overkill for your use case but they do allow you to attach files to the learning courses that you create - and implement a process in which a user must open the file and acknowledge reading the attached doc.
