This question is in reference to Atlassian Documentation: Confluence 5.9.10 Release Notes

Apply a fee to update Confluence version from 5.9.9. to 5.9.10?  If not, up to which version it can be updated in the future?  Thank you.

No.

Your licence entitles you to use (and upgrade to) any version of Confluence released before the expiry date of the licence.

If you're on 5.9.9 today, and your licence expires on June 1st, and then Atlassian release 5.9.11 on June 2nd, then you can upgrade to 5.9.10 any time you want to - now or at Christmas, totally up to you.  But you can't go to 5.9.11 until you renew the licence.
