Confluence server times out on mysql connection errors

Hi 
  I had to reboot my confluence server and can't back to login screen anymore. Keeps prompting database connection errors. 

* Verified the mysql services are running healthy locally. 
* Ensured the mysql-connector-java-8.0.22.jar has no issues. 

Still can't get the server to get to login screen with following errors. Can I get some help in resolving the issues.

Database: Database connection failed

Confluence failed to establish a connection to your database.
This could be because:

• Your database isn't running
• The configuration of your confluence.cfg.xml file is incorrect (user, password, or database URL etc.)
• There is a network issue between Confluence and your database (e.g. firewall, database doesn't allow remote access etc.)

Does the DB reside on the same server as the application or on it's own server?  Have you confirmed that there are no firewalls blocking the connection between the application and the DB?  I would suggest doing a trace on the application server to ensure that the network connection is working.
