Confluence "This is not a valid url for JIRA 4.3 or later"

While installing Confluence selected the option for it to use JIRA's user management and got the error "This is not a valid url for JIRA 4.3 or later." Jira is located on the same machine. I tried with both 'localhost:8080' and '[IP address]:8080/'

First of all, Is JIRA 4.3 or later?

If so, try url with protocol. http://localhost:8080 ?
