As far as I understand has been deactivated (free account)
Is there a way to recover it?

We are sorry to hear your site is no longer accessible.
We found some emails for the site t****-****9.atlassian.net, so I believe this is the one you are looking for more information, right?
We can see that both Jira and Confluence for this site have been notified of the inactivity and then about its deactivation if not used/accessed in x period of time.
I'm afraid to share that we are not able to recover or restore data deleted by deactivation.
If you have a exported a site backup (highly recommended to be taken for any sites), it might be possible to re-add the product back to your site, and then upload the backup to recover some or all of your data.

Unfortunately the notifications were in the spam folder and I don't have a backup.

You need (or the initiator of the Cloud instance) to raise a request with Atlassian Support, choose the billing option.
If this deactivation is more then 120 days ago, it can be the instance is fully removed and content is not recoverable.

I already tried your link before, however, what I get after link verification is "Explore Community" and "View documentation" but I can't find anything specific to "billing option"
