Upgraded Confluence to 7.19.16 due to vulnerability and now it takes almost an hour at times to get 8090 connections established or time_wait before URL link resolves to https address
Previous Confluence 7.13.7 had no issues establishing 8090 connections

I would check you log files on Confluence and your webserver.
See if you find any errors or warnings. Have there been no changes to firewalls or other by network admins, based on the vulnerability that caused you to upgrade?
Marc during the startup of Confluence there is no logging of the ports not being opened or established ...netstat shows 8090 is Listening ... Only 504 Gateway Time-out from URL and eventually 8090 Connections Closed from netstat output .... this may/will go on for 10mins - 1 hour before connections are established and and Confluence app loads ...
There has been no maint or port changes on the on system other than upgrading OS from Rhel7 to Rhel8 a couple of months ago and Confluence was running 7.14.1 and all was fine ... This version of Confluence had been running for about a year ... and startup was within 2-3mins or so ... well within a reasonable amount of time ....
There was an CVE-2023-22515 - Broken Access Control Vulnerability in Confluence Data Center and Server emailed to customers ... So we upgraded to 7.19.16 which went fine ... and later discovered that, if you reboot the server or restart the confluence services ... it took such a long time, we thought that the upgrade may have broken the app ... but after about 50mins or so it started to load .... We have tried to see if there was a baseline we could use to determine when the app would to provide to the end users ... Can't establish one to provide ... Never know when it would load!
The only thing I can think of is maybe this version of Confluence has issues ... Maybe upgrade to another version ... your thoughts Marc ??

Nope I can't see what could be wrong.
Check the performance of the server Confluence is running on.
We have Cloud and and Confluence on DC on 7.19.16 and that is running fine.
You could re-built your index, there might be an issue with it, that causes slowness.

I believe the index has been rebuilt .. but I will check with App owner
Marc how long does it take for your Confluence app to load and be accessible ??

I can't tell you exact. As I'm the application admin, but not admin on the servers the issue runs on as this is maintained by our server team
I thin it's around 3 to 4 min.

The idea was to migrate this, but now we are in migration to Cloud, so this will not happen anymore.
