You have to raise a request to Atlassian to re-enable it. Like suggested in the error message you post.
Once reactivated you have to make sure to connect regularly to avoid this situation. You wil receive warning message also.

Honestly, I've raised the ticket to the billing.. But this is so confusing, almost everywhere is some kind of AI slop or self-helping process... if there's any link to address this issue, or to pay for it, to get the data.. I'm willing to do so..
