So the question becomes why you are deleting or emptying out your confluence.cfg.xml file when restarting the server?
Confluence doesn't do that, it has no functions that destroy the configuration files.
The only thing I can think of that might do this is if you ran an upgrade on your Confluence, and crashed out of it partway through the upgrade, or did it with the wrong user.

Is that all you are seeing in the Confluence logs? Can you share more information? When did the issue start? Is this the first time you installed it or did you upgrade?

This is generated after my server is powered off and restarted.confluence.cfg.xml file becomes blank
