there is some issue at configuration level. Please ask to a system admin to check that confluence.cfg.xml file is correctly accessible. Please check file permission and try to restart Confluence.

• Did you recently upgrade the system? 
• Are you the admin? if not, you'll need to contact them
• If you are, validate the file is there and has the right permissions
