is it like how many people are added in Jira we will by default have to pay for confluence as well?

It is not really like that, you can pay separetly for Jira and Confluence

To add to what @Pramodh M shared - Jira and Confluence are licensed separately, so you only pay for the users you add to each product. If someone only needs Jira, they don't need a Confluence license (and vice versa).
However, if you're considering using both products together, Atlassian now offers a Teamwork Collection pricing model. This allows you to get both Jira and Confluence bundled together at a reduced rate per user, which can be more cost-effective if many users need access to both tools.

You don’t automatically pay for Confluence users just because someone is in Jira. If you want both, the new bundle pricing might be worth checking out!
